    Environmental impact assessment report for Hulhumale’ swimming area and land based facilities development project

    The non technical summary outlines the findings of the Environmental Impact Assessment of the proposed development of swimming track and associated land based facilities. The proponent of the project is Housing Development Corporation Plc. The proposed project involves development of a swimming track and associated land based facilities at the eastern side of Hulhumale. The swimming tracks will be 20m by 25m. The total length of both tracks is 50m. The plate form and access jetty will be constructed using floats. Land based area includes, restaurants, kitchens, food outlets, toilets, changing facilities and park (including a small children’s park) A scoping meeting to discuss the development proposal and determine the Terms of Reference (TOR) for the EIA report was held between the Client (Housing Development Corporation Plc), LaMer Group Pvt Ltd as the EIA Consultant, Ministry of Housing, Transport and Environment (water and sanitation section of EPA) and representatives from Environment Protection Agency (EPA) as the Regulator on 23rd November 2009. Data collection or field was carried out during January 2010 for assessment of existing environment. Since the scope of work of the proposed project is small, existing environment data was limited to reef health, general wave, tide condition and seawater quality assessment. The water quality assessment done at the proposed swimming track area revealed alarming levels of Enterococci levels which was probably due to high number of users and disregard to general hygienic values (showering before entry to water). Also it has to be noted that an outfall pipe is location near the swimming track area and this may have some level of leakage (although close inspection showed none. Alternatives are given for location of swimming track area, since contamination of seawater is major social impact. Assessing alternatives the location identified by HDC Plc during consultation with HDC seems to be a better candidate as a location for swimming track. Mitigation measures are discussed for the construction and operational stage of the swimming track area only.

    Initial environmental examination : for the proposed installation meteorological mast in Gaafaru island, North Kaafu atoll

    The purpose of this Initial Environmental Examination (IEE) report is to fulfil the requirements of the Environment Protection and Preservation Act to undertake an assessment of effects on the natural and human environment of the proposed installation of a meterological mast in the island of Gaafaru. The project involves construction of a meteorological mast commonly called “Met Mast” as the first phase of a much larger project, Development and operation of a wind park on the reef of Gaafaru. The development and operation of the Wind Park is a priority for the Government of the Maldives in order to meet the “Carbon Neutral Maldives 2020” strategic goals. In order for this wind park to be feasible, adequate data has to be collected. This proposed project is therefore the first phase of the project which involves installation of an 80 meter tall mast in the island of Gaafaru. The project is proposed in an area of the island where presently there is only boat building activities and the area being open pose no threat to any terrestrial tree species. The project does not involve cutting of any trees to erect the mast and hence is not considered to be environmentally damaging. The mast will be placed on concrete footings which will be buried at a depth of 5 feet and hence ensure that a firm support is provided. A total of seven footings will be constructed and this itself does not pose any environmental threats. The positive impacts or benefits of the project are enormous. These include, the collection of long term regional weather data that is not presently available in Maldives, promotion of renewable energy and increasing the awareness of renewable energy among the public, and lastly but not least, indirect social benefits from the project that results in increased visitors to the island by the project personnel. If data collected in this phase is adequate and feasible, the wind farm project in Gaafaru will take place and hence will bring enormous economic benefits to the island and the country. There are very few environmental impacts and they are also considered to be negligible or very minor. The project is therefore not considered to be of any threat to the environment, but has more social and economic benefits.

    Environmental impact assessment : for the development of a 14 Storey Building at H. Filigasdhoshuge, Malé, Maldives

    Mr. Ali Shareef is proposing to build a 14 storey hotel at H. Filigasdhoshuge. This Environmental Impact Assessment (EIA) report has been prepared in order to meet the requirements of Clause 5 of the Environmental Protection and Preservation Act of the Maldives to assess the impacts of proposed development at H. Filigasdhoshuge, Male’. The report has looked at the justifications for undertaking the proposed project components. Alternatives to proposed components or activities in terms of location, design and environmental considerations were suggested. A mitigation plan and monitoring programme before, during and after the works has also been proposed. The project component that has the greatest potential for environmental impact is the foundation component. The foundation type has been considered taking into consideration the noise and vibration impact from the deep pile foundation construction of project which was undertaken in the vicinity to the proposed site at Holiday Inn. The proposed project has proposed a raft foundation where piling technology has been chosen as a mechanism for shoring for the foundation construction process. A geotechnical investigation of the proposed project site was undertaken by the ELS – Amin International Pvt Ltd of Maldives in September 2008. The geotechnical investigation included the borehole investigation and Standard Penetration Tests. The geotechnical investigation revealed that the estimated settlement under the foundation would be less than 50mm which is acceptable for the type of foundation chosen for the building. Since the settlement under the foundation is small and a setback of 1 m has been provided between the plot boundary and the foundation, the ground settlement beyond the limits of the boundary would be too small to induce any significant damage to the neighbouring structures. A survey of the existing structural damage was carried out for all buildings that were located within a radius of 20m from the proposed building. The proposed project is expected to increase the housing units and commercial floor area available in Malé. It is inevitable that there would be some negative environmental impacts, especially when excavation is undertaken. Nevertheless, these negative impacts are not so severe to the extent that the project should not be allowed to take place. As a result, a comprehensive monitoring component has been suggested which takes in to consideration the most important elements that require regular checks. This monitoring component will be adhered and will allow the assessment of long term changes, despite the limited nature of the impact. The most important consideration is the socioeconomic impacts that have been assessed mainly as positive in nature. Not only are they positive, but most importantly would they remain positive for a long term. Therefore, it appears justified from a technical and from an environmental point of view, to carry out the proposed project in light of the existing socio‐economic developments.

    Initial environmental examination for a coral frame project

    The potential environmental impacts of the development of a coral propagation project on the island of H.A. Manafaru are assessed. Manafaru is leased to Beach House Maldives and is operated by the Waldorf Astoria collection of the Hilton group. The assessment exposes the solutions and preferred alternatives as well as mitigation measures to minimize any negative impacts whilst trying to derive the maximum positive impacts from the project. Manafaru has very little coral cover after being degraded by the 1998 bleaching event. As it is important to be proactive in reef restoration, the resort management wishes to enhance the value of the island by propagating corals using the coral frame technique. The frames will be installed near the water villas and sparsely on the house reef. Coral fragments will be attached by a marine biologist and will develop into full colonies within a few years. Coral fragments from the house reef will provide a small number of fragments and will heal rapidly. Preference will be given to damaged colonies. 136 frames of 1m2 will be initially deployed, and after the first batch, the existing frames will provide fragments for transplantation. The project will start as soon as approval is granted, and as this is a long term project, it could span several years before completion. The island of Manafaru is located inside the northernmost atoll of the Maldives, and is subject to high winds and warming waters, which may be a cause of low coral survival. As the island is located in the middle of the atoll, the waves reaching its shores are diffraction of swells, and wind waves. As the energy encountered are of second magnitude, and the reef does not form a proper crest, the waves reach the island with less obstruction than most areas. Sand displacement depends on the predominant influence during different monsoons, forming a bulging beach rather than a sand tip.

    Environmental impact assessment for the proposed shore protection project in Kurendhoo, Lhaviyani Atoll, Maldives

    This report discusses the findings of an environmental impact study under the shore protection project proposed for Kurendhoo in Lhaviyani Atoll. The project is proposed by Ministry of Environment and Energy. The project comprises of the protection of the eroding area on the southeast corner end of the island, adjoining the football ground. Shoreline at this part of the island has to be protected for safeguarding the football ground and protect the area from severe erosion. A 220m long rock boulder revetment has been proposed. The project also involves backfill of the proposed revetment area and behind the previously proposed breakwater on the north by getting sand from approved borrow areas. The project will be undertaken together with the ongoing harbour project and is estimated to take about 120 days with a manpower requirement estimated at 27 and involving heavy machinery including excavator, dump truck, loader and crane. A number of alternatives to the proposed project components have been identified in this document. Of these, the preferred alternative is a groyne field with a nearshore submerged breakwater. The cost of the preferred alternative is similar and the protection to updrift and downdrift locations are further enhanced by appropriately-designed groyne field. Other alternatives include just a groyne field or a semi-submerged breakwater. Rock boulders is the preferred material for the proposed shore protection while geotextile bags or geotextile tubes may be used as a cheaper alternative but would not be as effective as rock boulders. There are not many options to be identified as borrow areas since the island is surrounded by quite narrow reef flats and there are no lagoon areas with fine sand. Therefore, the alternative would be to bring material from a lagoon nearby and have the material taken to the fill location in trucks or pumped to fill location. However, due to the small scale of the project, alternative borrow areas have not been considered except those areas that have already been approved. Environmental impacts were assessed for both the construction and operational phases of the project. Most of the direct, negative environmental impacts identified for the construction phase of the project were minor negative; the main impact being sedimentation during the filling of the proposed fill areas. However, these impacts are of low significance while the benefits of the proposed project outweigh the negative impacts including the protection to the football field, shore protection to the beach in the area as well as downdrift locations. The fill areas shown in the proposed project are the same areas identified in the EIA and the EIA Addendum for the harbour project. Therefore, in principle those areas have been approved. However, for the purpose of this EIA, the borrow areas are different from those proposed earlier. According to the Council, the area identified on the SW side is preferable for dredging because this area is more suitable for a creating an area for swimming since the reef extent on this area is greater than in other areas. Since it does not have adequate swimming depths, deepening this area provides the required fill for the southeast end while creating swimming area for the island that lacks swimmable area around the island. The creation of the swimming area or an artificial beach in the proposed area, however, is not within the scope of this EIA report. The impact on coral reef is also less in this area since the net flow in this area is generally towards the eroded southern end and the reef flat and slope are devoid of live coral and mainly with bedrock. For the fill area on the north, the harbour area would be quite suitable as it would provide sufficient material for the proposed fill area while keeping the impacts to an already impacted area. Therefore, it is considered most suitable to dredge material for the northern fill from the harbour area and that for the southeast fill from the southwest lagoon. The small borrow area shown on the north may be considered only if adequate fill material cannot be obtained. Since there are a few impacts, there are no specific mitigation measures for the proposed project. General mitigation measures, involving appropriate construction management such as working during low-tide as much as possible and rigorous supervision during project implementation are recommended Since monitoring has not been undertaken in the past for the harbour project, it is recommended to carry out monitoring for this project. This project has linkages with the harbour project and therefore the recommended mitigation measures and monitoring programmes in the EIA and Addendum for the harbour project shall be undertaken in conjunction with the proposed shore protection project. In conclusion, it appears justified, from a technical and environmental point of view, to carry out the proposed shore protection project. Since alternatives have not been considered or discussed with the relevant stakeholders including the Council, it is recommended to consider all potential alternatives to shore protection, including those identified by the EIA Consultants, before proceeding with the project.

    Environmental impact assessment for the proposed sewerage system in Ihavandhoo, Haa Alifu Atoll, Maldives

    This report discusses the findings of an environmental impact study under the proposed sewerage system project at HA. Ihavandhoo. The project is proposed by Ministry of Environment and Energy. The project entails establishment of a proper island-wide sewerage system with a sea outfall. The proposed project will involve installing a pipe network to collect sewage from all the households on the island and necessary pumping stations. Currently raw sewage is disposed onto the ground via house-level soak-pits; polluting groundwater greatly. The proposed outfall will pump wastewater beyond the house-reef at over 7m depth. A number of alternatives to the proposed project components have been identified in this document. Of these, the preferred alternative is to change the outfall location. It is also proposed to consider a treatment plant in the design, though the consultants are of the opinion, proposed system without a treatment plant but changed outfall location is the best option. Other alternatives include considering different disposal options; ground and lagoon, which are not recommended for reasons of greater environmental pollution. Environmental impacts were assessed for both the construction and operational phase of the project. Most of the environmental impacts identified for the construction phase of the project were minor negative; these include sedimentation from installing the outfall and temporary salinization of groundwater from de-watering to lay out the pipe network and pump stations. However, the impacts identified for the operational phase of the project were mostly moderate to major positive; improvement of groundwater quality from stopping the current sewage disposal practise and reduction of related health hazards. Disposal of sewage via proposed sea outfall is considered to have a minor negative impact. The main mitigation measures for this project during the construction phase are similar to other sewerage projects such as dust control plans, working during low- tide as much as possible and rigorous supervision. In case of deterioration of groundwater quality due to potential dewatering during construction of lifting stations in residential area, measures to water plants in the area that may be affected due to dewatering shall be in place. The design shall also ensure that dewatering is minimized. As for the operational phase trained maintenance staff to service the sewerage system and regular check-ups has been suggested in addition to monitoring water quality as well as reef health for potential impacts. Increasing awareness on groundwater conservation and promoting sustainable groundwater aquifer management, especially the skimming well technology has been suggested. The Proponent is willing to undertake monitoring during and after the construction phase in addition to undertaking the mitigation measures proposed by the consultants. In conclusion, it appears justified from a technical, administrative and to some extent environmental point of view, to carry out the proposed sewerage system development project. The alternative of wastewater treatment will involve greater operational costs; therefore, it is recommended to proceed the project as proposed while keeping the option open for future wastewater treatment, as and when required.

    Environmental impact assessment for proposed coastal protection works in AA. Ukulhas Island

    The Project is proposed by Ministry of Environment and Energy for undertaking coastal protection measures on the northern shoreline of AA. Ukulhas Island. The focus of the project is to protect the northern side of AA. Ukulhas Island as the area is currently undergoing serious beach erosion, which is currently reaching up to island infrastructures. In order to protect the area, the Ministry of Environment and Energy proposes to undertake beach replenishment of a 6,600sqm area on the north and design and construct a 280m long rock boulder revetment along the replenished shoreline. The project has been awarded to Sas e Senok JV Pvt. Ltd. on design and built basis. As the contractor for the project, Sas e Senok JV Pvt. Ltd. has undertaken the Environmental Impact Assessment (EIA) Report to be submitted to Environmental Protection Agency (EPA) for approval. This EIA is prepared as per the Terms of Reference (TOR) approved by Environment Protection Agency (EPA) on 23 September 2015. The scope of this EIA is to assess the existing environmental condition of Ukulhas Island and surrounding environment, identify potential environmental impacts, propose environmental management and mitigation measures to minimize environmental impacts as well as propose an environmental monitoring plan with appropriate environmental parameters to monitor changes on a regular basis. Ukulhas Island is located at 4°12'56.35"N and 72°51'49.13"E in a single reef found on the NE corner of North Ari Atoll. Both the island and reef is elliptical in shape and has a SE and NW orientation. The length and width of the island are approximately 1000m and 215m respectively. The area of the island is estimated to be 22ha. Main environmental impacts from the proposed project will be from sedimentation including water quality deterioration, reef damage as well as direct destruction of lagoon habitats within the project boundary. Although, these impacts are inevitable, it is effects can be reduced by implementing various environmental management and mitigation measures such as undertaking sand pumping and beach nourishment operations coinciding with low tide and on calm days as well as undertaking the operations in the quickest possible timeframe to reduce impact exposure period. During the operation of the resort, solid waste and wastewater disposal as well as certain tourist activities is believed to generate the most significant environmental impacts especially on the marine environment where the impacts may range from marine pollution, water quality deterioration, potential health risks, destruction of marine habitats as well as aesthetic and cumulative impacts. The project is believed to generate a number of beneficial impacts. These include protection of a critical island environment, protection of school and waste management center. With regards to mitigating and reducing significant environmental impacts from the project, the following measures including use physical barriers such as earthen berms, sand beds and rock boundaries to close reclamation areas, undertake the activities in shortest possible time and on calm days at low tides, reclamation to be undertaken in sections within the boundary, directing sedimentation into the deep lagoon area and number of other measures have been proposed. Although during construction of the project, significant environmental impacts from dredging and land reclamation activities as a result of sedimentation and direct destruction of habitats have been envisaged, with appropriate environmental management and mitigation measures, these impacts will be reduced to a considerable level. Also, with positive social outlook of the project and considering the overall need for the project, it is concluded that the project should go ahead as planned.

    Environmental impact assessment for the harbour rehabilitation project, Maaungoodhoo Island, Shaviyani Atoll, Maldives

    This report discusses the findings of an environmental impact study undertaken by Water Solutions Pvt Ltd at the request if Ministry of Housing and Infrastructure for the proposed harbour rehabilitation project at Maaungoodhoo, Shaviyani Atoll. The project involves the rehabilitation of the existing harbour in Maaungoodhoo, Shaviyani Atoll. This project is initiated by the government of Maldives. The harbour of Maaungoodhoo has been damaged to various extents and requires rehabilitation and upgrading, including deepening the harbour basin, extending beaching area, constructing east channel breakwater, constructing quay wall on the extended area and reconstructing harbour breakwater using the existing rock boulders. In addition to this, filling the eroding area on north side of the island and filling the area on the west side of the harbour using dredged material is also proposed in this project. A detail assessment of the environmental and social conditions was assessed based on which a rehabilitation project has been proposed. This EIA has been prepared to assess the social and environmental impacts of this proposed rehabilitation project. The major impacts have been identified as resulting from the dredging works, which has been proposed inside the harbour basin and west of the existing harbour basin. However, as this is a rehabilitation project, environmental impacts from the dredging works will be minor to moderate as it is done on an already dredged area. To support this, the report has identified baseline conditions of the predicted impact zones of the marine environment and they appear to be limited as the reef itself has limited live coral coverage on the proposed site. Dredged spoil has been proposed to be disposed to the northern side of the island. Therefore sedimentation during the filling process is anticipated which will impact nearby reef areas. The impacts on coastal dynamics also seem to be limited as there will not be any layout changes to the harbour that will significantly affect the sediment movement around the island. The harbour has already disrupted the sediment movement around the island, which is seen during both seasons. Mitigation measures for these anticipated impacts have been identified and outlined in detail, including sedimentation control methods and other measures. These mitigation measures will have to be followed in order to minimize environmental damage. Stakeholder consultations were held with various groups, including the community and the client in order to incorporate the socio-economic components in the project. It is inevitable that there would be some negative environmental impacts, especially when dredging is undertaken. In Maaungoodhoo, the environmental impacts are limited and not significant as this is a rehabilitation project. Most of the negative impacts will be confined during the construction stage. As a result, a comprehensive monitoring component has been suggested which takes in to consideration, the most important elements that require regular checks both during and after construction. This monitoring component will assess long term changes, despite the limited nature of the impact. The most important consideration is the socioeconomic impacts that have been assessed mainly as positive in nature. Not only they are positive, but most importantly in the long term.     Environmental impact assessment for proposed coastal protection works in Dh. Maaenboodhoo Island

    The proposed project is to protect areas affected by beach erosion on the NE, SE, NW and SW of Dh. Maaenboodhoo Island by means of rock boulder revetment breakwater and geobag revetment. In this regard, it is proposed to build a 220m long rock boulder revetment breakwater along the NE side, 550m long rock boulder revetment breakwater along the SE side, 225m long geo-bag revetment along the NW shoreline and 190m long geo-bag revetment along the SW shoreline of the island. Furthermore, profiling and backfilling of beach areas on the NW and SW sides as well as obtaining core fill material for the rock boulder revetments are an important part of the proposed project. As the proponent of the project, it is proposed by Ministry of Environment and Energy and has been awarded to Sas e Senok JV Pvt. Ltd. on design and built basis. As the contractor for the project, Sas e Senok JV Pvt. Ltd. has undertaken the Environmental Impact Assessment (EIA) Report to be submitted to Environmental Protection Agency (EPA) for approval. This EIA is prepared as per the Terms of Reference (TOR) approved by Environment Protection Agency (EPA) on 23 September 2015. The scope of this EIA is to assess the existing environmental condition of Maaenboodhoo Island and surrounding environment, identify potential environmental impacts, propose environmental management and mitigation measures to minimize environmental impacts as well as propose an environmental monitoring plan with appropriate environmental parameters to monitor changes during construction and post construction stages of the development. Maaenboodhoo Island is found at Longitude 72.963335 and Latitude 2.695566 in a 5km long reef found on the southern periphery of Dhaalu Atoll. The island is found in the NE tip of the reef and has a NE-SW orientation. The longest point of the island has approximately 950m and the widest point has approximately 350m. The average area of the island is about 20.4ha. Main environmental impacts from the proposed project will be from sedimentation including water quality deterioration, reef damage as well as direct destruction of lagoon habitats within the project boundary as well as permanent changes to the shoreline of the island where project activities will be implemented. Although, these impacts are inevitable, it is effects can be reduced by implementing various environmental management and mitigation measures such as undertaking the activities of the project coinciding with low tide and on calm days as well as undertaking the operations in the quickest possible timeframe to reduce impact exposure period and construct physical barriers to reduce sedimentation. During post construction, environmental impacts identified include risk of flooding in land fill areas as well as physical damage to geo bag revetments as a result of excessive and some destructive use. The key benefit of the project is to protect the shorelines of the island from further beach erosion and protect infrastructure on the island. With regards to mitigating and reducing significant environmental impacts from the project, the following measures including use of physical barriers such as sand beds and undertake the activities in shortest possible time and on calm days at low tides, as well as directing sedimentation into the deep lagoon area and number of other measures have been proposed. Although there are a number of environmental impacts from the proposed development, some of these can bring permanent changes to the environment of the island, other impacts can be reduced and mitigated by use of appropriate methodology. The effectiveness of these methodologies can be documented by implementing a comprehensive monitoring programme. Also, with positive social outlook of the project and considering the overall need for the project, it is concluded that the project should go ahead as planned.

    Environmental impact assessment for the proposed beaching area in HA. Dhidhdhoo, Maldives

    This report discusses the findings of an Environmental Impact Assessment for the proposed development of a beaching area in HA. Dhidhdhoo. The project is proposed by Ministry of Housing and Infrastructure. At present, unavailability of space has forced boat owners to travel great distances to do small scale servicing to boats. In cases where boats are beached on Dhidhdhoo, being too close to residential areas has made these activities a public nuisance and a health hazard. The project aims at providing a suitable space for boat owners of Dhidhdhoo and nearby islands for vessel beaching and related work on the island away from residential areas. The proposed project entails dredging a 24m by 266m access channel, 110m by 76m manoeuvring area and reclamation of 0.54Ha at the southwest side of the island. There are very few practical alternatives to the proposed project; alternatives to reclamation shape and location are assessed in the report. Environmental impacts were assessed for both the construction and operation phase of the project. Most of the environmental impacts of the project have been identified as positive resulting mainly from improved socio-economic situation of Dhidhdhoo. The main negative environmental impact of the project is identified to be the possible movement of low to moderate levels of sediment on the reef during dredging and reclamation. Movement and settlement of fine sediments are expected to occur on the reef flat to a small degree. However, effects of this would not be severe as sediment plume is not expected to last longer and live coral cover at the location is minimal. Overall, the negative environmental impacts of the project are short-term and of moderate significance while long term socio-economic benefits are numerous. Hence the impact matrices done for the project indicates a net positive impact. Impact mitigation measures are few. In order to mitigate movement of sediment plume onto the reef, bunds around reclamation area and creating settlement ponds during reclamation is suggested. Regular environmental monitoring and reporting is an essential element of the EIA process. During the construction phase, in-situ monitoring of total suspended solids and turbidity is usually undertaken in dredging and reclamation projects to ensure that water quality criteria are met and sedimentation on the reef does not occur. It is recommended to incorporate these into an island-wide monitoring programme, which is not within the scope of this EIA report. In conclusion, it appears justified from a technical and environmental point of view to carry out the proposed project to develop a beaching area in Dhidhdhoo. However, before start of construction phase, the consultants recommend evaluating alternative reclamation shape proposed in this report; as to reduce potential impact of interrupting longshore sediment movement.
