dcterms.abstractEXECUTIVE SUMMARY This Initial Environmental Examination (IEE) is an evaluation of the potential environmental, socio-economic and natural impacts of the proposed removal and transplantation of coconut palms from Hithadhoo Island to Six Senses Laamu (Olhuveli Island). The project is undertaken by Six Senses Laamu, as part of preliminary land clearing for a football stadium and a pre-school in Hithadhoo Island. The coconut palms removed will be used as landscaping and greening of Six Senses Laamu. PROJECT DESCRIPTION Project location The proposed coconut palms to be relocated are located on the southern side of the island, away from the existing residential area of Hithadhoo. . The total area of the site which will be cleared for the football stadium is 20,925 m2 and the area for the pre-school is approximately 1824 m2. Project outline A total of 300 coconut palms are proposed to be relocated. The coconut palms are uprooted from areas of the island which will be cleared to build a football stadium and a pre-school. The project will involve the following key components: Site preparation: • Mobilization of equipment’s for coconut palm removal to the project site. Compensation for common property resources • Compensating the caretakers/owners of coconut palm Uprooting of coconut palms: • 300 coconut palms will be uprooted from the site Re-planting: • The coconut palms will be replanted in designated locations of Six Senses Laamu Backfilling and demobilization: • Holes left behind from uprooting will be backfilled and the area will be leveled • Equipment’s and vehicles used for project will be demobilized Work plan The project is expected to take 5 – 6 weeks to complete. The preparatory work is expected to take 1 day. The coconut palm uprooting and relocation is expected to take 4 weeks. CONFORMANCE TO LAWS AND REGULATIONS OF MALDIVES The key laws and regulations of the Maldives to which the proposal is applicable are: - The Environmental Protection and Preservation Act (EPPA) 1993 - Environmental Impact Assessment Regulations 2007 - Regulation on the felling, uprooting and transplantation of mature trees - Law on trees in inhabited islands - Third National Environment Action Plan - National Biodiversity Strategy and Action Plan The project will conform to these laws and regulations. DESCRIPTION OF THE NATURAL ENVIRONMENT The proposed project is to take place in Hithadhoo Island, Laamu Atoll. Terrestrial environment The proposed project site on Hithadhoo is composed of several plant species, out of which Coconut palms area the most dominant species. POTENTIAL ENVIRONMENTAL IMPACTS The potential impacts of this project are: - Increment of GHG gases - Loss of flora and fauna - Pollution from waste - Noise pollution - Introduction of pests Loss of terrestrial flora and fauna are considered the potential significant impacts of the project. ALTERNATIVES The key alternatives for this project are as follows: - No project alternative - Coconut palm uprooting alternative method There is no valid ground to opt for a no projects alternative; as it will make it impossible for proponent to prepare the land for the 30 unit housing project on the island. Even though the manual uprooting of coconut palms, will reduce emissions, noise pollution and risks of groundwater contamination it will require a large labour force and longer time period to complete. ENVIRONMENTAL MONITORING PROGRAM Monitoring program is based on the information requirements of the project. The key areas highlighted in the program area: - Quantity of fuel consumed for the project - Number of coconut palms uprooted - Number of coconut palms transplanted - Survival rate of transplanted coconut palms - Waste management - Incidents and accidents The proponent is committed to undertake the monitoring program.-
