    Environmental impact assessment for the proposed water production and distribution facility at Hanimaadhoo, Haa Dhaal Atoll, Maldives

    1. The purpose of this EIA is to critically analyse and assess the potential environmental impacts associated with the development of the proposed water production and distribution facility at HDh. Hanimaadhoo and expose the solutions and preferred alternatives as well as mitigation measures to minimize any negative impacts whilst trying to derive the maximum positive impacts from the project; 2. Currently, rainwater is widely used in all houses as cooking water and groundwater is used for various other domestic uses. Almost all houses have a rainwater storage tank. Bottled water is now mainly used as drinking water. Nevertheless, the groundwater lens in the islands of Maldives is depleted and highly saline due to over use and polluted in some areas and not fit for use for domestic purposes. Even though rainwater is widely used, it is not a reliable source as rainwater cannot be collected during dry season. Therefore, it is understood that Hanimaadhoo is in dire need of a clean water facility; 3. In the proposed facility the water production system is designed for 15 years whereas the distribution system for 35 years; 4. Proposed project involves installation of an RO plant with a capacity of 100 tonnes per day with three independent drains. Seawater intake is proposed from two bore wells 13 m deep at a site near the desalination plant. In addition to the bore wells, the facility will also incorporate rain water collected from public roofs, hence this is an integrated water resource management facility. Project also includes laying of distribution pipeline to existing household and a fire hydrant system; 5. A full baseline of groundwater quality, seawater quality, vegetation clearance and marine environment was established. It was found that the vegetation need to be cleared from the pump station location. Marine environment study showed that living substrata and fish count at the proposed outfall location was low due to dynamic oceanographic conditions that exist on the eastern side of the island with waves, swells and heavy currents which prevents settlement of new corals. Additionally, it is a high mixing zone; 6. The construction works of new powerhouses presented in this report are not expected to adversely impact the environment if the mitigation measures mentioned in the report are followed. The most important mitigation measures are daily maintenance of machinery, following chemical handling procedures, waste segregation and storage in closed labelled containers until disposal; 7. Overall, the proposed project is expected to bring in positive outcomes. It is expected that the newly established water production and distribution facility will ensure water security to the population of Hanimaadhoo in addition to greatly reducing health impacts associated with the use of polluted water; and 8. Monitoring is essential to ensure that environmental thresholds are not exceeded and mitigation measures proposed are working. Water quality and marine environment monitoring shall be done as per to the proposed monitoring schedule.

    Environmental impact assessment for establishment of sewer network at F. Bilehdhoo, Sh. Feevah, G.Dh Madaveli & R. Innaamaadhoo

    1. The purpose of this EIA is to critically analyse and assess the potential environmental impacts associated with the establishment of a sewer network in F.Bilehdhoo, Sh.Feevah, GDh.Madaveli and R.Innamaadhoo and expose the solutions and preferred alternatives as well as mitigation measures to minimize any negative impacts whilst trying to derive the maximum positive impacts from the project; 2. Existing sewer situation at the aforementioned islands are not proper and are subject to cause ground water contamination. The frequent use of ground water for daily household needs may lead to health risks of individuals and may give chance to developing diseases caused by unsafe sanitary conditions in the community level 3. In addition to this, the existing localised sewer networks at neighbourhood level do not comply with the requirements of the EPA standards. Therefore, it is understood that the locals of these 4 islands are in dire need of a solution to the above-mentioned problems; 4. In this sewer establishment project, sewer facilities are proposed to be constructed at a location whereby public nuisance could be minimised along with little disturbance to the natural setting of the proposed locations of sewer facility and allied pump stations for the network. All the components of the sewer network will be constructed according to EPA specification complying to both MEE and EPA regulations; 5. A full baseline of air quality and water quality was established. It was found that the water samples of tested had certain parameters exceeding the EPA standard of safe drinking water. 6. Additionally, this study also involved identification of several alternative locations for laying the outfall and selecting the most ideal location based on thorough study of the tidal flow, seasonal changes, proximity to the public recreational beaches and ease of design effectiveness. The preferred locations were selected based on best met design criteria of EPA and environmental options; 7. The construction works of sewer network presented in this report are not expected to adversely impact the environment if the mitigation measures mentioned in the report are followed. The most important mitigation measures are daily maintenance of machinery, following chemical handling procedures, waste segregation and storage in closed labelled containers until disposal to Thilafushi or R. Vandhoo and most importantly following the EPA guidelines for operation of sewer system; 8. Potential groundwater contamination from damages to sewer network, potential impacts to marine life from dish charge of sewerage from the outfall and vegetation clearance are the most significant environmental impacts associated with the project. Therefore, it is extremely important to follow the operation and maintenance manual of the sewer system. Since some of the proposed locations are amidst densely vegetated areas on each island, vegetation clearance is inevitable; 9. Overall, the proposed project is expected to bring in positive outcomes. It is expected that the newly established sewer network will ensure safe sanitation services to the 4 islands in addition to greatly reducing further disturbance and contamination of the ground water and surrounding environment; and 10. Monitoring is essential to ensure that environmental thresholds are not exceeded and mitigation measures proposed are working. Water quality and air quality monitoring will be done according to the proposed monitoring schedule.

    Environmental impact assessment for the proposed 11-storey building construction at Ma. Andhalus, Male’

    This report is based on the proposed 11 storey building construction at the residence, Ma. Andhalus in the capital city, Male‟. The project is being developed and constructed by FEDO Pvt. Ltd. They are to undertake the construction works and project management including overseeing the EIA process. An Environmental Impact Assessment was necessary for the works outlined in this report as they fall under „Jadhuvalu R‟ of the Environmental Impact Assessment Regulations 2012 of the Maldives. In addition to meeting the regulatory requirements, the report would further assist the proponent and important stakeholders to make decisions based on favourable environmental conditions with the main focus on sustainability. The project also adheres to several other rules and regulations in the Maldives and has obtained permit from the Ministry of Housing and Infrastructure to proceed. The area the project is proposed to be undertaken is a moderately built area in the heart of Male‟, more towards the southern side. There is no natural terrestrial environment at site, The existing environment therefore was focussed on the regional climate of Male‟, and the traffic distribution, and noise pollution in the area. As could be seen from the data, this area does not encourage much traffic relative to the busier roads in Male‟. There were several existing construction sites in the neighbourhood. A general exterior overview of the existing structures in the area was also observed. It was found that most of the buildings in the area were in good condition. Older buildings were mostly single storey structures. Therefore, serious structural defects are expected to be at a minimum. However, the report recommends to undertake a structural defects inspection study of the buildings in the same block as the proposed site by civil engineering experts. The overall environmental impacts of the project have been assessed using frameworks found in literature. Since the development is undertaken in a moderately built area, the results indicate that the proposed project has neutral impact. However, there are some significant impacts on the environment during the construction phase of the project and these needs to be mitigated to avoid any significant damage to the environment. Significance of the impacts and mitigation measures have been provided based on previous similar projects undertaken in the Maldivian environment and based on literature. The main cause for concern regarding this project is the impact it will have on neighbours residing in this area. As such, several short-term impacts are envisaged including air pollution, noise pollution, aesthetic impacts, and safety concerns. As there are numerous high storey building projects being undertaken in Male‟, there is no particular long term impact associated with this project. One significant impact specific to this project is the cumulative impact on the neighbourhood due to the sheer no. of construction projects that are simultaneously undertaken in the area. The impacts that do occur however can be easily mitigated to minimise and/or completely nullify them. The first mitigation measure proposed includes creating awareness among the construction staff and neighbours regarding the scope of the project. Other measures include properly demarcating the area, putting up dust screens, and taking other protective measures to ensure people residing and utilising the vicinity will not have to endure the impacts during the construction stage. Foundation protection measures are recommended and are provided as part of the project to prevent impact on neighbouring structures. Dewatering procedure also needs to be undertaken with care, details of which are given in the report. During the operation stage of the project, parking and waste management are issues of note. Alternatives, including the no project option and alternatives for some project components are also discussed. Regarding project design, a few alternatives are recommended such as providing a green area at the terrace, while the pros and cons of making a larger parking area is also discussed. An environmental monitoring program is provided at the end of the report, which provides details on the parameters to monitor on site, and the frequency in which it needs to be done. Estimated costs for the monitoring works are given. Implementation of the program is essential for the sustainable development of the project. In conclusion, it is discussed the impact such major housing projects have for the increasing population density in Male‟, and how it can be prevented at a policy level. However, taking this project as a standalone development project in an already heavily built island city, it can be concluded that no significant long-term impacts are predicted. Therefore, it is recommended that the project go ahead as proposed with precautions and mitigation measures in place.

The project will help safeguard public health and the environment, support community and private sector participation in waste management and sanitation, and increase public awareness of responsible environmental management practices. The project combines policy improvement, capacity building, and investment in physical facilities.

    Environmental impact assessment : the flood mitigation project at Feydhoo, Addu city

    This report discusses the findings of an environmental impact study undertaken by Water Solutions Pvt. Ltd. at the request of Ministry of Environment and Energy. This EIA report covers the storm water management project at Feydhoo of Addu City in Maldives. This project would be undertaken on all the flood vulnerable roads of Feydhoo with a total length of more than 5 kilo metres. Feydhoo is one of the islands that is very vulnerable to floods and past such events has caused damages and losses to properties and wellbeing of the people. Due this the government has selected Feydhoo to undertake the flood mitigation project which will be implemented by the Ministry of Environment and Energy and later the operation and maintenance will be handed over to one of the state owned utility company such as FENAKA or MRDC. The proposed project would help to improve the living condition of the island and facilitate the development of the island. The environmental impacts have been assessed and the proposed storm water management system and associated work of the project has been assessed. The storm water management system development and associated work of the project would have some irreversible impacts on the island of Feydhoo. The impacts of the project results mainly from dust, noise, backfilling and levelling of the road surface at the island. There is no requirement for backfilling materials as the excavated material will be adequate and a sand burrow area is not required. The implementation of the project would have socio-economic benefits not only to the Feydhoo Island, but as whole to the group of islands in the city. The socio-economic benefit outweighs far more than the negative impacts of the project on the physical environment of the Feydhoo. Mitigation measures for these anticipated impacts have been identified and outlined in detail, including measures for minimizing negative effects of generation of waste. These mitigation measures will have to be followed in order to minimize environmental damage. The details of the project have been established based on the concept design, detailed design and the land use plan that had been developed for Feydhoo. Alternative designs and technologies have been investigated for the different components of the project. However, the present project design seems to be a feasible option in terms of costs, durability and safety. An environmental management plan with environmental monitoring has been developed including the most important elements that require regular checks. This monitoring component need to adhere to and would allow assessing the changes to the island environment due to the road development project. Although the project involves inevitable negative environmental impacts, such impacts are predicted to be not severe as to not undertake the project in accordance with the concept plan developed for the island. The project is justifiable in light of the socio-economic conditions and anticipated benefits resulting from the project, which seem to outweigh the negative environmental impacts.
