Item Medium-term fiscal strategy 2021-2023(Ministry of Finance and Treasury, 2020-07-31) Ministry of Finance and Treasury; މިނިސްޓްރީ އޮފް ފިނޭންސް އެންޑް ޓްރެޜަރީThe Fiscal Responsibility Act (Law Number 7/2013) Chapter 10 requires the Government to submit a Medium-Term Fiscal Strategy Statement to the Public Accounts Committee of the People’s Majlis. This Fiscal Strategy is presented at a time when unprecedented changes are occurring to the Maldivian economy and the financial position of the country. To account for the present circumstances, the direction of fiscal policy must be changed. As such, this Fiscal Strategy focuses on formulating sustainable medium-term policies that will assist in economic recovery. This will also be the basis on which the annual budget 2021 and medium-term budgets are formulated. This statement includes a comparison of the previous Fiscal Strategy and the approved 2020 budget, the revised estimates for the 2020 budget to reflect current circumstances, and medium-term fiscal policy goals and policy implementation. The paper also outlines proposed changes to the revenue and expenditure structure based on medium-term fiscal balance and debt sustainability, and the fiscal space (budget available for new policy initiatives). This Fiscal Strategy is based on the “Medium-Term Fiscal Framework” and baseline budget estimates for revenue and expenditure estimations.Item Medium-term fiscal strategy 2024-2026(Ministry of Finance , 2023-07-31) Ministry of Finance; މިނިސްޓްރީ އޮފް ފިނޭންސްThis is the statement informing the Government’s Medium-Term Fiscal Strategy to be submitted to the Finance Committee of the Parliament under Article 10 of Act No. 2013/7 (Fiscal Responsibility Act). At the time of the presentation of this Fiscal Strategy, the Maldives have overcome the economic impacts of Covid-19. However, we are now faced with new fiscal risks as a result of the rising costs of energy and other commodities in the international markets, along with the increasing interest rates of the global financial markets. Government revenues are expected to be higher than the estimated figures due to a strong performance of the economy this year and the revision of GST rates at the beginning of the year. On the other hand, government expenditures are expected to be higher than the budget. Major contributors to this include the increased expenditures on subsidies and the domestic components of the Public Sector Investment Program (PSIP) projects. Furthermore, financing the budget has become more challenging due to rising global interest rates and the widening of the fiscal deficit. As such, this Fiscal Strategy aims to formulate fiscal policies that address these risks, as well as ensure the fiscal and debt sustainability in the medium-term. Reform policies to ensure the sustainability of public spending are detailed in this Fiscal Strategy. The Government Annual Budget 2024 as well as the medium-term budgets will be formulated based on this strategy. This statement includes a detailed comparison of the estimates presented in past Fiscal Strategies and Budget 2023; actual figures for 2022, along with revised estimates for Budget 2023. The focus is on the medium-term fiscal strategy and the medium-term budget, together with a demonstration of the adherence to the Fiscal Responsibility Act. A summary of fiscal risks and the activities carried out in the area of Public Finance Management Reform is also presented. The statement is prepared using the “Medium Term Fiscal Framework” developed by the Ministry of Finance, based on data available as at 31 May 2023.Item ފިސްކަލް ސްޓްރެޓަޖީ އަންގައިދޭ ބަޔާން 2024-2026(މިނިސްޓްރީ އޮފް ފިނޭންސް , 2023-07-31) މިނިސްޓްރީ އޮފް ފިނޭންސް; Ministry of Financeމިއީ ޤާނޫނު ނަންބަރު 7/2013 (ދައުލަތުގެ ޚަރަދަށް ޒިންމާވުމުގެ ޤާނޫނު) ގެ 10 ވަނަ މާއްދާގެ ދަށުން ރައްޔިތުންގެ މަޖިލީހުގެ މާލިއްޔަތު ކޮމިޓީއަށް ހުށަހަޅާ ދައުލަތުގެ މެދުރާސްތާގެ ފިސްކަލް ސްޓްރެޓަޖީ އަންގައިދޭ ބަޔާނެއެވެ. މި ފިސްކަލް ސްޓްރެޓަޖީ ހުށަހަޅާއިރު ކޮވިޑް-19 އާ ގުޅިގެން ކުރިމަތިވި އިގުތިސާދީ އަޑިގަނޑުން ރާއްޖެ މިވަނީ އަރައިގަނެފައެވެ. ނަމަވެސް ދުނިޔޭގެ ބާޒާރުގައި ތެލާއި އެހެނިހެން ތަކެތީގެ އަގުތައް އުފުލި ބޭރުގެ މާލީ ބާޒާރުގައި އިންޓްރެސްޓް ރޭޓުތައް މަތިވެފައިވާތީ، މިހާރު ވަނީ އައު ފިސްކަލް ހިރާސްތަކަކާ ކުރިމަތިލާންޖެހިފައެވެ. މި އަހަރު ފެށުނުއިރު ޖީއެސްޓީ ރޭޓުތަކަށް ގެނައި ބަދަލާ ގުޅިގެންނާއި އިގުތިސާދީ ހަރަކާތް އަންދާޒާކުރި މިންވަރަށްވުރެ ބާރަށް ކުރިއަރަމުންދިއުމާއެކު ދައުލަތުގެ އާމްދަނީ ކުރިން ލަފާކުރި މިންވަރަށްވުރެ އިތުރުވާނެކަމަށް ބެލެވެއެވެ. ނަމަވެސް ތެލާއި ބައެއް އަސާސީ ޚިދުމަތްތަކުގެ އަގު ކޮންޓްރޯލްކުރުމަށް ދޭ ސަބްސިޑީތަކަށް ކުރާ ޚަރަދާއި ޑޮމެސްޓިކް ބަޖެޓުން ޚަރަދުކޮށްގެން ހިންގާ ޕަބްލިކް ސެކްޓަރ އިންވެސްޓްމަންޓް ޕްރޮގްރާމް (ޕީއެސްއައިޕީ) ގެ މަޝްރޫއުތައް އަންދާޒާކުރި މިންވަރަށްވުރެ ބާރަށް ހިނގަމުންދާތީ މި ކަމަށް ހިނގާ ޚަރަދު ބޮޑުތަނުން ވަނީ އިތުރުވެފައެވެ. އަދި ފައިނޭންސް ހޯދަންޖެހޭ މިންވަރު އިތުރުވެގެންދިޔައިރު ދުނިޔޭގެ މާލީ ބާޒާރުގައި އިންޓްރެސްޓް ރޭޓުތައް މައްޗަށް ގޮސްފައިވާތީ، ފައިނޭންސް ހޯދުމަށް ކުރަންޖެހޭ މަސައްކަތްވެސް ވަނީ އުނދަގޫވެފައެވެ. ވީމާ މި ފިސްކަލް ސްޓްރެޓަޖީ ބިނާކޮށްފައިވާނީ ކުރިމަތިވެފައިވާ ހިރާސްތައް މެނޭޖްކޮށް މެދުރާސްތާގައި ފިސްކަލް އަދި ދަރަނީގެ ދެމެހެއްޓެނިވިކަން ކަށަވަރުކުރެވޭނެ ފިސްކަލް ސިޔާސަތެއް އެކުލަވާލުމަށެވެ. މިގޮތުން ފައިނޭންސް ކުރެވޭނެ ދެމެހެއްޓެނިވި މިންގަނޑެއްގައި ދައުލަތުގެ ޚަރަދުތައް ބެހެއްޓުމަށް އަޅަން ހުށަހަޅާ ފިޔަވަޅުތަކުގެ ތަފްސީލު ސްޓްރެޓަޖީގައި ހުށަހަޅާފައިވާނެއެވެ. 2024 ވަނަ އަހަރުގެ ބަޖެޓާއި މެދުރާސްތާގެ ބަޖެޓުތައް އެކުލަވާލާނީ މިސްޓްރެޓަޖީގެ މައްޗަށެވެ. މި ބަޔާނުގައި ވޭތުވެދިޔަ އަހަރު ހުށަހެޅި ބަޔާނާއި ފާސްކުރި ބަޖެޓުގެ ފަރަގު އެނަލައިޒްކޮށް މިހާރުގެ ހާލަތު އަންގައިދިނުމުގެ ގޮތުން 2023 ވަނަ އަހަރުގެ ބަޖެޓުގެ މުރާޖައާއެއް ހިމަނާފައިވާނެއެވެ. އޭގެ ފަހުން މެދުރާސްތާގެ ފިސްކަލް ސިޔާސަތުގެ އަމާޒުތަކާއި ސިޔާސަތު ބައްޓަންކުރާނެ ގޮތުގެ ހިސާބުތައް ބަޔާންކޮށްފައިވާނެއެވެ. މިގޮތުން މެދުރާސްތާގައި ބަޖެޓު ބެލެންސް އަދި ދައުލަތުގެ ދަރަނި ހިފަހައްޓާނެ މިންގަނޑަށް ރިއާޔަތްކޮށް އާމްދަނީ އާއި ޚަރަދަށް ގެންނަންޖެހޭނެ ބަދަލުތަކާއި ސަރުކާރުގެ ސިޔާސަތުތައް ތަންފީޒުކުރުމަށް ލިބިގެންދާނެ ފިސްކަލް ސްޕޭސް (ނުވަތަ އަލަށް ފަށާ މަޝްރޫއުތަކަށާއި ޕްރޮގްރާމްތަކަށް ބަޖެޓުގައި ހުންނާނެ ޖާގަ) އަށް އަލިއަޅުވާލާފައިވާނެއެވެ. މި ބަޔާން ބިނާކޮށްފައިވަނީ ވަނީ 31 މެއި 2023 އާ ހަމައަށް ލިބެންހުރި މައުލޫމާތު ބޭނުންކޮށްގެން މިނިސްޓްރީ އޮފް ފިނޭންސްއިން ތައްޔާރުކޮށްފައިވާ "މީޑިއަމް ޓަރމް ފިސްކަލް ފްރޭމްވަރކް" އާއި ބޭސްލައިން ބަޖެޓުގެ އަންދާޒާތަކުގެ މައްޗަށެވެ.Item ފިސްކަލް ސްޓްރެޓަޖީ އަންގައިދޭ ބަޔާން 2025-2027(މިނިސްޓްރީ އޮފް ފިނޭންސް , 2024-07-31) މިނިސްޓްރީ އޮފް ފިނޭންސް; Ministry of Finance
